Consultant – Sub-Landscape Situational Analysis

The Consultant will be tasked with delivering a comprehensive situational analysis report covering four sub-landscapes. This report will include stakeholder mapping and a detailed assessment of the social and ecological landscape. The analysis will explore the state of natural resources—specifically food, water, and biodiversity—identifying areas under stress and those showing resilience. It will evaluate the historical and current challenges affecting these landscapes, such as land use change, socio-economic trends, migration, and population dynamics. It will also explore how activities in one part of the landscape impact other areas, such as how highland forest practices affect water flow and agricultural productivity downstream.
The assignment involves reviewing national and county policies, laws, and incentives for forest and landscape restoration, including how traditional land tenure and governance systems function. The Consultant will perform a thorough stakeholder and institutional analysis, mapping key players in resource management and existing multi-stakeholder platforms. A power map will help assess the influence of different actors and decision-making structures. The report will also identify zones of heavy land degradation—such as riparian areas, agro-pastoral zones, wetlands, and heavily cultivated regions—and recommend tailored restoration strategies. Findings will be supported by maps and clearly prioritized intervention areas.
The study will combine literature reviews, government and NGO reports, interviews, focus group discussions, and stakeholder workshops. Local knowledge and scientific analysis will be integrated to ensure context-appropriate recommendations.
The consultancy duration is 60 days from the date of contract signing. Compensation will be a fixed fee inclusive of all expenses, including travel, research, and supplies. VAT and any other applicable taxes must be included in the proposal. WRI will base payments on successful submission and approval of the agreed deliverables.
Required Qualifications
The ideal candidate should have deep knowledge of the Greater Rift Valley Landscape, proven expertise in analyzing land degradation in connection with food systems, water resources, biodiversity, and livelihoods, and experience conducting socio-economic and gender-based research in Kenya. Familiarity with GIS, data analysis tools, and a strong publication record in relevant academic or technical fields is essential.
